The Problem
Residents struggled to find services across a fragmented, organically grown website with no consistent navigation logic or content hierarchy.
Research Methods
Card sorting, tree testing, stakeholder interviews, and heuristic evaluation — all conducted with real Bellevue residents and city staff.
Design Decisions
How I restructured the IA to align with residents' mental models, embedded WCAG accessibility practices, and collaborated with engineering and content teams.
Outcomes
